According to a recent report by The Verge, Anthropic has comprehensively revised its usage guidelines. These new rules will officially take effect on November 12, 2026. The updated Anthropic new usage policy officially prohibits continuous and unnecessary abuse or cruelty. This specific regulation applies when users repeatedly inflict cruel behavior upon the AI model without a clear purpose.

Enforcement and Exceptions

Regarding enforcement mechanisms, Anthropic stated that the primary response will involve terminating the conversation. However, the organization did not clarify whether they will introduce further punitive measures. For example, they might implement permanent user bans in the future. Furthermore, the company emphasized that this restrictive clause does not apply to common complaints or legitimate questioning. It also permits dark creative themes and formal model research.

Expanded Bans on Weapons

In addition, Anthropic has significantly expanded the scope of its weapons ban. This sweeping prohibition now covers software and components that enable weapons to function. It also severely restricts the use of armed drones and other autonomous vehicles. The company noted a concerning trend recently. They have already detected multiple attempts to utilize Claude for developing weapon guidance software.

Surveillance and Hardware Restrictions

The updated surveillance clauses explicitly forbid tracking individuals without their explicit consent. This rule strongly applies to both real-time monitoring and the analysis of historical data. Consequently, users must never employ Claude to determine targets for investigation or arrest within criminal justice proceedings. Moreover, developers cannot use the AI model to construct or refine surveillance tools.

Finally, Anthropic mandated strict rules for physical hardware integrations. Whenever the AI connects to autonomous physical hardware capable of causing physical harm, a qualified human operator must directly observe the equipment. The operator must remain ready to intervene and stop the machine if necessary. For select government clients, the company may adjust these strict rules safely. They will only do this if stringent contractual limitations and adequate safety measures remain securely in place.
